Every rescue, shelter, and clinic builds up hard-won knowledge about the situations and the people in its area, and almost none of it is shared. The same names recur. The same animals cycle through. And because no one keeps a common record, each organization learns the same lessons alone, one animal at a time.
petOffenders is the shared memory that has been missing: a permanent, searchable record of reported animal cruelty, neglect, abandonment, and repeated surrender, built for the animal-welfare community to draw on together.
The problem it solves
Reports of cruelty and neglect live in scattered places: a Facebook thread, one shelter's private notes, a volunteer's memory. Then they vanish. When a case reappears somewhere new, there's nothing connecting it to what came before. Institutional memory dies every time a post scrolls away or a staff member moves on.
A shared, lasting record changes that. What one organization documents becomes available to the whole community, so no one has to start from a clean slate every time.
What's in the registry
Every entry is a report that has been reviewed by a person, checked against public and court records, and tiered by the strength of its evidence before it appears. Reports come from the public and from organizations alike. Weak or unverifiable claims are marked as such rather than presented as fact. This is a record of documented reports, not rumor.
How organizations use it
Access for organizations is a separate, vetted tier. It is not open to the public.
Apply and be verified. Shelters, rescues, and veterinary clinics apply for access and are verified before an account is activated. Licensed breeders may apply as well, with additional verification against state licensing records.
Consult the record when a placement decision is actually in front of you. Organizational access is meant for the moment a real decision is pending: as one input among many, never for browsing.
Every lookup is logged. Access is accountable by design.
Built to be responsible
petOffenders is careful on purpose:
Every report is human-reviewed, evidence-tiered, and checked against court records.
The public only ever sees anonymized dots and statistics, never a person’s private information.
Organizational lookups are logged, and access is limited to verified organizations acting on a pending decision.
We ask member organizations to observe strict non-attribution: a registry record is never given to an applicant as the reason for a decision.
Law enforcement can request a complete, verified case file; that is the only route to a full record.

Who's behind it
petOffenders is a project of Louisiana Husky Rescue, a registered 501(c)(3) nonprofit and not a company. It is run by rescue staff and read by real people; nothing is sold, and no one profits from what is filed. We are not a law-enforcement agency. Animal cruelty is a felony in all fifty states, prosecuted under the law of the state where it happened. The record you need is a state record, and this is where they live, wherever you are.
