petOffenders is a civilian registry of animal-abuse reports operated by petOffenders staff and founded by Louisiana Husky Rescue. It supplements — and never replaces — official investigation. Animal cruelty is a federal crime under the PACT Act (18 U.S.C. § 48); emergencies belong with 911 or animal control first.
Anyone may file a report at any time, anonymously or with optional contact information. You agree to report truthfully and in good faith. Each report requires a $0.99 non-refundable filing contribution, processed by Givebutter, which deters spam and funds human review. Filing contributions and payment records are never linked to a report. Knowingly false reports are removed and may be referred to authorities.
The public map shows anonymized dots and area statistics only — never names, addresses, or report contents.
Record access is limited to four organization types — shelters, rescue organizations, breeders, and vet clinics — each verified in person before activation. Every lookup is logged. Records may be used only for placement decisions and may not be redistributed, published, or used to harass any person.
Tier 1 (Watch) is uncorroborated context and is never, alone, grounds to refuse a placement. Tier 2 (Verified) is evidence-backed. Tier 3 (Restricted) reflects a court conviction or possession ban. Organizations receive petOffenders information as additional suggestions to help them vet people for the adoption, sale and care of pets; the placement or sale decision always remains the organization's own. A report filed by a vetted organization in its professional capacity is marked as an Official Organization report and carries additional weight in screening. petOffenders is not a consumer reporting agency; records may not be used for employment, credit, housing, or insurance decisions.
Certified case records are released to agencies and courts through the law-enforcement portal after verification. Every release is stamped into the record's chain of custody.
We suspend accounts and revoke org access for false reporting, unauthorized disclosure, or lookups outside placement decisions.
Anyone may donate without filing a report or creating an account. All donations and net proceeds received through petOffenders fundraising support the operation of petOffenders and Louisiana Husky Rescue, including development, hosting, maintenance, human review, organization verification, outreach, advocacy, and securely sharing information with participating organizations. Donations do not create, prioritize, publish, verify, or influence any report or placement decision.

Report contents and attachments; optional reporter contact details; organization account information; and email + ZIP for area alerts. Donations and sponsorships are processed by Givebutter — we never see or store card numbers.
Anonymous reports carry no identity at all, and the filing donation is never linked to the report.
Where a reporter chooses to leave contact information, it is sealed: never shown publicly, never shown to organizations, and released only to law enforcement under subpoena.
Attachments are fingerprinted (SHA-256) at intake and retained by the custodian for evidentiary integrity.
Area alerts use only your email and ZIP. Every alert email includes one-click unsubscribe.
