petOffenders is a civilian registry that supplements official investigations under state and local animal-cruelty law. A records package contains the verbatim report as filed, hash-verified evidence files, and a complete access and handling log, exported as a single PDF.

petOffenders is not a law-enforcement agency and makes no representation as to the admissibility of any record. Admissibility is a determination for your agency and the court. What we can attest to is provenance: who filed a report and when, what evidence accompanied it, every change made to it, and every release of it.

Sealed reporter identities

Where a reporter left contact information it is released only under subpoena, and unsealing is a human-approved staff action. Anonymous reports carry no identity at all.

Timing gate

Records still under review, or tied to an active law-enforcement matter, are withheld with a stated reason — so a request cannot tip off a subject mid-enforcement.
